Salvage Motor Vehicle Dealers; Requiring salvage motor vehicle dealers to collect and retain certain information relating to sales, purchasers, and sellers of salvaged or wrecked motor vehicles; requiring the Department of Highway Safety and Motor Vehicles to contract with a certain entity within a specified timeframe to develop a statewide database for the submission of certain collected information; requiring the department to make certain information available to a state or local law enforcement agency upon request, etc.
