South Florida Regional Transportation Authority; Authorizing the South Florida Regional Transportation Authority, in conjunction with the operation of a certain commuter rail service, to have the power to assume specified indemnification and insurance obligations, subject to certain requirements; prohibiting the South Florida Regional Transportation Authority from entering into, extending, or renewing certain contracts or agreements without the Department of Transportation’s approval of the authority’s expenditures; providing that certain funds constitute state financial assistance for specified purposes, etc.
