       The Committee on Appropriations (Flores) recommended the
       following:
       
    1         Senate Amendment to Amendment (928046) (with title
    2  amendment)

    4         Before line 5
    5  insert:
    6         Section 1. Paragraph (b) of subsection (3) of section
    7  408.0361, Florida Statutes, is amended to read:
    8         408.0361 Cardiovascular services and burn unit licensure.—
    9         (3) In establishing rules for adult cardiovascular
   10  services, the agency shall include provisions that allow for:
   11         (b)1. For a hospital seeking a Level I program,
   12  demonstration that, for the most recent 12-month period as
   13  reported to the agency, it has provided a minimum of 300 adult
   14  inpatient and outpatient diagnostic cardiac catheterizations or,
   15  for the most recent 12-month period, has discharged or
   16  transferred at least 300 patients inpatients with the principal
   17  diagnosis of ischemic heart disease and that it has a
   18  formalized, written transfer agreement with a hospital that has
   19  a Level II program, including written transport protocols to
   20  ensure safe and efficient transfer of a patient within 60
   21  minutes. However,
   22         2.a. A hospital located more than 100 road miles from the
   23  closest Level II adult cardiovascular services program does not
   24  need to meet the diagnostic cardiac catheterization volume and
   25  ischemic heart disease diagnosis volume requirements in
   26  subparagraph 1. if the hospital demonstrates that it has, for
   27  the most recent 12-month period as reported to the agency,
   28  provided a minimum of 100 adult inpatient and outpatient
   29  diagnostic cardiac catheterizations or that, for the most recent
   30  12-month period, it has discharged or transferred at least 300
   31  patients with the principal diagnosis of ischemic heart disease.
   32         b. A hospital located more than 100 road miles from the
   33  closest Level II adult cardiovascular services program does not
   34  need to meet the 60-minute transfer time protocol requirement in
   35  subparagraph 1. if the hospital demonstrates that it has a
   36  formalized, written transfer agreement with a hospital that has
   37  a Level II program. The agreement must include written transport
   38  protocols to ensure the safe and efficient transfer of a
   39  patient, taking into consideration the patient’s clinical and
   40  physical characteristics, road and weather conditions, and
   41  viability of ground and air ambulance service to transfer the
   42  patient.
