       The Committee on Community Affairs (Brandes) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Paragraph (b) of subsection (7) of section
    6  509.032, Florida Statutes, is amended to read:
    7         509.032 Duties.—
    8         (7) PREEMPTION AUTHORITY.—
    9         (b) A local law, ordinance, or regulation may not prohibit
   10  vacation rentals or regulate the duration or frequency of rental
   11  of vacation rentals. This paragraph does not apply to any local
   12  law, ordinance, or regulation adopted on or before June 1, 2011,
   13  including when such law, ordinance, or regulation:
   14         1.Is being amended to be less restrictive; or
   15         2.Reduces local regulatory burdens on vacation rentals
   16  owned, in whole or in part, by a person who is currently serving
   17  on active duty or temporary duty in a branch of the United
   18  States Armed Services or owned by a disabled veteran with a
   19  service-connected evaluation of such disability of 30 percent or
   20  more, according to the United States Department of Veterans
   21  Affairs.
   22         Section 2. This act shall take effect upon becoming a law.

   26         Delete everything before the enacting clause
   27  and insert:
   28                        A bill to be entitled                      
   29         An act relating to vacation rentals; amending s.
   30         509.032, F.S.; revising applicability for a preemption
   31         of certain local laws, ordinances, or regulations
   32         regarding vacation rentals; providing an effective
   33         date.
