Early Childhood Learning; Requiring the Office of Early Learning to adopt an observation-based child assessment system that contains specified elements, under certain circumstances; requiring each early learning coalition to implement a specified age-appropriate observation-based assessment for certain children, rather than a preassessment and postassessment, etc.
