Conditional Medical Release; Expanding eligibility for conditional medical release to include inmates with debilitating illnesses; authorizing the Florida Commission on Offender Review to release eligible inmates; requiring that certain inmates whose eligibility is verified by the commission be placed on conditional medical release, etc.
