       The Committee on Appropriations (Braynon and Book) recommended
       the following:
       
    1         Senate Amendment (with title amendment)

    4  and insert:
    5         Section 23. Section 1006.149, Florida Statutes, is created
    6  to read:
    7         1006.149 Public School Emergency Response Learning System
    8  Program.—
    9         (1) The Public School Emergency Response Learning System
   10  Program is established to assist school personnel in preparing
   11  for and responding to active emergency situations and to
   12  implement local notification systems for all Florida public
   13  schools, with the ultimate goal of preventing tragedy and the
   14  loss of life through proactive strategies.
   15         (2) The program is created within the department and shall
   16  be administered by the Office of Safe Schools, established
   17  pursuant to s. 1001.217. Through the program, local law
   18  enforcement agencies shall partner with participating public
   19  preschools, public child care providers, or public school
   20  districts and schools. Training, notifications, and resources
   21  must be available for school personnel and students and their
   22  families through, at minimum, the following mechanisms:
   23         (a) Activities and direct training to mitigate risk and
   24  save lives in emergency situations, such as lockdown, bomb
   25  threat, active shooter, and other emergency situations.
   26         (b) Vital local notification systems implemented to alert
   27  schools of imminent danger.
   28         (c) Other resources provided in conjunction with the
   29  training including, but not limited to, an emergency plan flip
   30  chart, communication cards, instructional resources, activity
   31  books for children and teachers, and certificates of training
   32  and completion.
   33         (3) Each program participant must develop a preemptive plan
   34  of action that includes multiple options for addressing various
   35  situations based on the form of danger present and the unique
   36  needs and circumstances of each school and its faculty, staff,
   37  students, and visitors.
   38         (4) A school district must include in its emergency
   39  notification procedures established pursuant to s. 1006.07 any
   40  program participant who notifies the district of his or her
   41  desire to participate.
   42         (5) Funding for program activities may be provided by the
   43  Legislature to implement this section.

   55         notification systems, and resources provided through
   56         the program; specifying the creation of a preemptive
   57         plan of action; authorizing funding provided by the
   58         Legislature to implement the program; creating s.
