County and Municipal Public Officer Transparency; Requires that requests for travel authorization by county or municipal public officers be approved by governing body of county or municipality at regularly scheduled meeting; requires county, county constitutional officer, or municipality to adopt travel policy & include travel expenses as separate budget item.
