Neighborhood Improvement Districts; Increasing the maximum number of directors allowed for boards of special neighborhood improvement districts; requiring local planning ordinances to specify the number of directors and their term lengths and to provide for staggered terms; creating the Safe Neighborhood Improvement District Revolving Loan Program; authorizing the Department of Legal Affairs to provide loans for specified projects within safe neighborhood improvement districts, etc.
