       The Committee on Infrastructure and Security (Taddeo)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 183 - 197
    4  and insert:
    5         (5) A state entity, local governmental entity, or law
    6  enforcement agency implementing this act has an affirmative duty
    7  to inquire as to whether a person is a victim of or a witness to
    8  a criminal offense, and, if so, the victim or the witness is not
    9  subject to this act.
