       The Committee on Appropriations (Stargel) recommended the
       following:
       
    1         Senate Amendment to Amendment (107176) (with title
    2  amendment)

    4         Between lines 856 and 857
    5  insert:
    6         Section 13. Section 1011.802, Florida Statutes, is created
    7  to read:
    8         1011.802FLAG program.—
    9         (1)Subject to appropriations provided in the General
   10  Appropriations Act, the Florida Apprenticeship Grant (FLAG)
   11  program is created to provide grants to high schools, career
   12  centers, charter technical career centers, Florida College
   13  System institutions, and other entities authorized to sponsor an
   14  apprenticeship or preapprenticeship program, as defined in s.
   15  446.021, on a competitive basis to establish new apprenticeship
   16  or preapprenticeship programs and expand existing apprenticeship
   17  or preapprenticeship programs. The Department of Education shall
   18  administer the grant program.
   19         (2)Applications must contain projected enrollment and
   20  projected costs for the new or expanded apprenticeship program.
   21         (3)The department shall give priority to apprenticeship
   22  programs with demonstrated regional demand. Grant funds may be
   23  used for instructional equipment, supplies, personnel, student
   24  services, and other expenses associated with the creation or
   25  expansion of an apprenticeship program. Grant funds may not be
   26  used for recurring instructional costs or for indirect costs.
   27  Grant recipients must submit quarterly reports in a format
   28  prescribed by the department.
   29         (4)The State Board of Education may adopt rules to
   30  administer this section.
