       The Committee on Community Affairs (Hooper) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 480 and 481
    4  insert:
    5         Section 12. Subsection (17) of section 218.31, Florida
    6  Statutes, is amended to read
    7         218.31 Definitions.—As used in this part, except where the
    8  context clearly indicates a different meaning:
    9         (17) “Financial audit” means an examination of financial
   10  statements in order to express an opinion on the fairness with
   11  which they are presented in conformity with generally accepted
   12  accounting principles and an examination to determine whether
   13  operations are properly conducted in accordance with legal and
   14  regulatory requirements. Financial audits must be conducted in
   15  accordance with auditing standards generally accepted in the
   16  United States and government auditing standards as adopted by
   17  the Board of Accountancy and as prescribed by rules promulgated
   18  by the Auditor General. When applicable, the scope of financial
   19  audits must shall encompass the additional activities necessary
   20  to establish compliance with the Single Audit Act Amendments of
   21  1996, 31 U.S.C. ss. 7501-7507, and other applicable federal law.

   27  and insert:
   28         Management district; amending s. 218.31, F.S.;
   29         revising the definition of financial audit;
