    1                        A bill to be entitled                      
    2         An act relating to electronic navigation systems;
    3         creating s. 316.1897, F.S.; prohibiting electronic
    4         navigation systems, for certain purposes, from
    5         directing the operator of a vehicle to drive through
    6         adjacent residential areas when a school zone speed
    7         limit is in effect if the primary purpose of such
    8         direction is to avoid the school zone; defining the
    9         terms “electronic navigation system” and “residential
   10         area”; providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Section 316.1897, Florida Statutes, is created
   15  to read:
   16         316.1897 Electronic navigation systems; prohibited
   17  directions relating to school zones.—
   18         (1) For the purpose of relieving traffic congestion in
   19  residential areas, an electronic navigation system may not
   20  direct the operator of a vehicle to drive through a residential
   21  area adjacent to a school when a school zone speed limit is in
   22  effect pursuant to s. 316.1895(5) for that school, if the
   23  primary purpose of such direction is to avoid the school zone at
   24  that time.
   25         (2) As used in this section, the term:
   26         (a) “Electronic navigation system” means a system,
   27  application, or device that is designed or used to navigate a
   28  vehicle and is installed in such vehicle, available for use
   29  through a wireless communication device as defined in s.
   30  316.305(3)(a), or otherwise available for such purpose.
   31         (b) “Residential area” has the same meaning as provided in
   32  s. 316.2126(3)(a).
   33         Section 2. This act shall take effect October 1, 2019.
