       Senator Thurston moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 297 and 298
    4  insert:
    5         (c)Pursuant to paragraph (b), the department shall
    6  maintain a waiting list of new specialty license plates in
    7  sequential order which have been approved by the Legislature
    8  pursuant to this section. The following specialty license
    9  plates, in sequential order, are approved for design and
   10  issuance as plates are discontinued pursuant to paragraph (b),
   11  not to exceed 150 plates:
   12         1.Divine Nine License Plates.—
   13         a.The Divine Nine license plate must bear the colors and
   14  design approved by the department and must include the official
   15  logo as appropriate for each organization. The word “Florida”
   16  must appear at the top of the plate, and the word “Divine” must
   17  appear at the bottom of the plate.
   18         b.The annual use fees from the sale of the plate shall be
   19  distributed as follows:
   20         (I)Five percent of the proceeds shall be distributed to
   21  the United Negro College Fund, Inc., for college scholarships
   22  for Florida residents attending Florida’s historically black
   23  colleges and universities.
   24         (II)The remaining 95 percent of the proceeds shall be
   25  distributed to one of the following organizations as selected by
   26  the purchaser of the plate who shall receive a license plate
   27  with the design associated with the appropriate recipient
   28  organization:
   29         (A)Alpha Phi Alpha Fraternity, Inc.
   30         i.Eighty-five percent shall be distributed to the Florida
   31  Federation of Alpha Chapters, Inc., to promote community
   32  awareness and action through educational, economic, and cultural
   33  service activities within this state.
   34         ii.Ten percent shall be distributed to the Florida
   35  Federation of Alpha Chapters, Inc., solely for the marketing of
   36  the plate.
   37         (B)Alpha Kappa Alpha Sorority, Inc.
   38         i.Eighty-five percent shall be distributed to the Alpha
   39  Kappa Alpha Educational Advancement Foundation, Inc., to promote
   40  community awareness and action through educational, economic,
   41  and cultural service activities within this state.
   42         ii.Ten percent shall be distributed to the Alpha Kappa
   43  Alpha Educational Advancement Foundation, Inc., solely for the
   44  marketing of the plate.
   45         (C)Kappa Alpha Psi Fraternity, Inc.
   46         i.Eighty-five percent shall be distributed to the Southern
   47  Province of Kappa Alpha Psi Fraternity, Inc., to promote
   48  community awareness and action through educational, economic,
   49  and cultural service activities within this state.
   50         ii.Ten percent shall be distributed to the Southern
   51  Province of Kappa Alpha Psi Fraternity, Inc., solely for the
   52  marketing of the plate.
   53         (D)Omega Psi Phi Fraternity, Inc.
   54         i.Eighty-five percent shall be distributed to the State of
   55  Florida Omega Friendship Foundation, Inc., to promote community
   56  awareness and action through educational, economic, and cultural
   57  service activities within this state.
   58         ii.Ten percent shall be distributed to the State of
   59  Florida Omega Friendship Foundation, Inc., solely for the
   60  marketing of the plate.
   61         (E)Delta Sigma Theta Sorority, Inc.
   62         i.Eighty-five percent shall be distributed to the Delta
   63  Research and Educational Foundation, Inc., to promote community
   64  awareness and action through educational, economic, and cultural
   65  service activities within this state.
   66         ii.Ten percent shall be distributed to the Delta Research
   67  and Educational Foundation, Inc., solely for the marketing of
   68  the plate.
   69         (F)Phi Beta Sigma Fraternity, Inc.
   70         i.Eighty-five percent shall be distributed to the TMB
   71  Charitable Foundation, Inc., to promote community awareness and
   72  action through educational, economic, and cultural service
   73  activities within this state.
   74         ii.Ten percent shall be distributed to the TMB Charitable
   75  Foundation, Inc., solely for the marketing of the plate.
   76         (G)Zeta Phi Beta Sorority, Inc.
   77         i.Eighty-five percent shall be distributed to the Florida
   78  Pearls, Inc., to promote community awareness and action through
   79  educational, economic, and cultural service activities within
   80  this state.
   81         ii.Ten percent shall be distributed to the Florida Pearls,
   82  Inc., solely for the marketing of the plate.
   83         (H)Sigma Gamma Rho Sorority, Inc.
   84         i.Eighty-five percent shall be distributed to the Sigma
   85  Gamma Rho Sorority National Education Fund, Inc., to promote
   86  community awareness and action through educational, economic,
   87  and cultural service activities within this state.
   88         ii.Ten percent shall be distributed to the Sigma Gamma Rho
   89  Sorority National Education Fund, Inc., solely for the marketing
   90  of the plate.
   91         (I)Iota Phi Theta Fraternity, Inc.
   92         i.Eighty-five percent shall be distributed to the National
   93  Iota Foundation, Inc., to promote community awareness and action
   94  through educational, economic, and cultural service activities
   95  within this state.
   96         ii.Ten percent shall be distributed to the National Iota
   97  Foundation, Inc., solely for the marketing of the plate.
   98         2.Palm beach zoo and conservation society license plates.—
   99         a.The Palm Beach Zoo and Conservation Society license
  100  plates must bear the colors and design approved by the
  101  department. The word “Florida” must appear at the top of the
  102  plate, and the words “Palm Beach Zoo and Conservation Society”
  103  must appear at the bottom of the plate.
  104         b.The license plate annual use fees shall be distributed
  105  to the Palm Beach Zoo and Conservation Society to fund
  106  educational programs for students in pre-K through grade 12,
  107  conservation projects to protect endangered or threatened
  108  species, and services for the health and welfare of animals in
  109  the zoo’s care. The Palm Beach Zoo and Conservation Society may
  110  retain all revenue from the annual use fees until all startup
  111  costs for developing and establishing the plate have been
  112  recovered. Thereafter, up to 10 percent of the annual use fee
  113  revenue may be used for promotion and marketing of the specialty
  114  license plate and administrative costs directly associated with
  115  the programs of the society and the specialty license plate.
  116         3.Solar power license plates.—
  117         a.The Solar Power license plate must bear the colors and
  118  design approved by the department. The word “Florida” must
  119  appear at the top of the plate, and the words “Powered by the
  120  Sun” must appear at the bottom of the plate.
  121         b.The annual fees from the sale of the plate must be
  122  distributed to the Florida Solar Energy Research and Education
  123  Foundation, Inc., a nonprofit Florida corporation under s.
  124  501(c)(3) of the Internal Revenue Code, to fund programs which
  125  support greater employment opportunities and job training
  126  programs that promote the growth of the solar energy industry in
  127  Florida. Up to 10 percent of the proceeds may be used for
  128  administrative costs and to promote and market the plate.
  129         4.Morehouse college license plates.—
  130         a.The Morehouse College license plate must bear the colors
  131  and design approved by the department. The word “Florida” must
  132  appear at the top of the plate, and the words “Morehouse
  133  College” must appear at the bottom of the plate.
  134         b.The annual use fees from the sale of the plate shall be
  135  distributed to the Morehouse College Alumni Association of
  136  Broward County, which must use the proceeds for the purpose of
  137  awarding scholarships to Florida residents attending Morehouse
  138  College. The proceeds must be deposited in the endowment
  139  required in s. 320.08056(12). Students receiving these
  140  scholarships must be eligible for the Florida Bright Futures
  141  Scholarship Program pursuant to s. 1009.531 and shall use the
  142  scholarship funds for tuition and other expenses related to
  143  attending Morehouse College.
  144         5.Margaritaville license plates.—
  145         a.The Margaritaville license plate must bear the colors
  146  and design approved by the department. The word “Florida” must
  147  appear at the top of the plate, and the word “Margaritaville”
  148  must appear at the bottom of the plate.
  149         b.The annual use fees must be distributed to the SFC
  150  Charitable Foundation, Inc., a Florida nonprofit corporation
  151  doing business as the Singing for Change Foundation, to fund its
  152  activities, programs, and projects. The Singing for Change
  153  Foundation shall retain all revenue from the annual use fees
  154  until all startup costs for developing and establishing the
  155  plate have been recovered.
  156         c.Thereafter, the annual use fees shall be distributed as
  157  follows:
  158         (I)Up to 10 percent of the annual use fee revenue may be
  159  used for administration, promotion, and marketing of the
  160  specialty license plate.
  161         (II)The remaining proceeds must be used by the Singing for
  162  Change Foundation for its educational, economic, and cultural
  163  programs that assist local communities impacted by natural and
  164  manmade disasters with recovery, rebuilding, and future
  165  sustainability efforts, and that promote and inspire local
  166  grassroots leadership that works to improve the quality of life
  167  in those communities and other communities in this state.

  170  And the title is amended as follows:
  171         Delete line 19
  172  and insert:
  173         specialty license plate; requiring the department to
  174         maintain a waiting list of new specialty license
  175         plates; providing that specified specialty license
  176         plates are approved for design and issuance; amending
  177         s. 320.08056, F.S.;
