       The Committee on Infrastructure and Security (Brandes)
       recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 135 - 149
    4  and insert:
    5  Department of Highway Safety and Motor Vehicles, to be regulated
    6  as a luxury ground TNC. A luxury ground TNC must:
    7         1.Comply with all of the requirements of this section
    8  applicable to a TNC, including subsection (17), which do not
    9  conflict with subparagraph 2. or which prohibit the company from
   10  connecting riders to drivers who operate for-hire vehicles as
   11  defined in 320.01(15), including limousines and luxury sedans
   12  and excluding taxicabs.
   13         2.Maintain at all times insurance coverage at the levels
   14  at least equal to the greater of those required in this section
   15  and those required of for-hire vehicles, regardless of whether
   16  the driver is operating as a for-hire vehicle driver or luxury
   17  ground TNC driver. However, a prospective luxury ground TNC that
   18  satisfies minimum financial responsibility at the time of
   19  written notification to the Department of Highway Safety and
   20  Motor Vehicles through compliance with
