       The Committee on Health Policy (Harrell) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 222 and 223
    4  insert:
    5         Section 2. Paragraphs (c) and (d) of subsection (1) of
    6  section 401.35, Florida Statutes, are amended to read:
    7         401.35 Rules.—The department shall adopt rules, including
    8  definitions of terms, necessary to carry out the purposes of
    9  this part.
   10         (1) The rules must provide at least minimum standards
   11  governing:
   12         (c) Ground Ambulance and emergency medical services vehicle
   13  equipment and supplies that a licensee’s medical director is
   14  required to maintain to provide basic or advanced life support
   15  services at least as comprehensive as those published in the
   16  most current edition of the American College of Surgeons,
   17  Committee on Trauma, list of essential equipment for ambulances,
   18  as interpreted by rules of the department.
   19         (d) Ground Ambulance or emergency medical services vehicle
   20  design and construction based on national standards in effect on
   21  the date the rule is adopted and at least equal to those most
   22  currently recommended by the United States General Services
   23  Administration as interpreted by department rule rules of the
   24  department.

   27  And the title is amended as follows:
   28         Between lines 7 and 8
   29  insert:
   30         401.35, F.S.; expanding applicability of certain
   31         ambulance rules to emergency medical services
   32         vehicles; specifying that a licensee’s medical
   33         director is responsible for maintaining certain
   34         vehicle equipment and supplies; deleting the
   35         requirement that the department base such rules on
   36         certain association or agency standards and instead
   37         requiring the department to base such rules on
   38         national standards in effect on a certain date;
   39         amending s.
