    1                        A bill to be entitled                      
    2         An act relating to contracts for logo sign program
    3         services; amending s. 479.261, F.S.; prohibiting the
    4         Department of Transportation from contracting with
    5         certain entities for the provision of services related
    6         to the logo sign program; prohibiting the renewal of a
    7         contract entered into on or before a certain date
    8         which violates such provision; providing an effective
    9         date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Subsection (4) of section 479.261, Florida
   14  Statutes, is amended to read:
   15         479.261 Logo sign program.—
   16         (4)(a)Except as provided in paragraph (b), the department
   17  may contract pursuant to s. 287.057 for the provision of
   18  services related to the logo sign program, including recruitment
   19  and qualification of businesses, review of applications, permit
   20  issuance, and fabrication, installation, and maintenance of logo
   21  signs. The department may reject all proposals and seek another
   22  request for proposals or otherwise perform the work. The
   23  contract also may allow the contractor to retain a portion of
   24  the annual fees as compensation for its services.
   25         (b)The department may not contract for the provision of
   26  services related to the logo sign program with any person, firm,
   27  organization, partnership, association, or corporation, or a
   28  subsidiary or affiliate thereof, which holds a sign permit
   29  issued pursuant to s. 479.07. A contract entered into on or
   30  before July 1, 2024, which violates this paragraph may not be
   31  renewed.
   32         Section 2. This act shall take effect July 1, 2024.
