    1                        A bill to be entitled                      
    2         An act relating to review of compensation for
    3         legislators and Cabinet members; requiring the Office
    4         of Program Policy Analysis and Government
    5         Accountability to conduct research, analyze data, and
    6         prepare reports containing specified information;
    7         requiring that such reports be provided to the
    8         Governor and the Legislature by a certain date;
    9         providing requirements for such reports; providing an
   10         effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. (1)The Office of Program Policy Analysis and
   15  Government Accountability (OPPAGA) shall conduct research,
   16  analyze data, and prepare and submit to the Governor, the
   17  President of the Senate, and the Speaker of the House of
   18  Representatives by December 1, 2024, a report containing its
   19  findings and recommendations as to whether the Legislature
   20  should be full-time, part-time, or a hybrid thereof, and whether
   21  salary increases for the members of the Legislature are
   22  appropriate.
   23         (2)The report must, at a minimum, include all of the
   24  following:
   25         (a)An analysis comparing the salaries of the members of
   26  the Legislature to the salaries of the members of other state
   27  legislatures, compiled in all of the following forms:
   28         1.A table ranking each legislative body from the highest
   29  salary to the lowest salary.
   30         2.A table ranking each legislative body and salary by
   31  state, from the largest population to the smallest population.
   32         3.A table ranking each full-time legislative body from the
   33  highest salary to the lowest salary.
   34         4.A table ranking each part-time legislative body from the
   35  highest salary to the lowest salary.
   36         5.A table ranking each hybrid legislative body from the
   37  highest salary to the lowest salary.
   38         (b)A table that lists each state legislature and
   39  identifies whether the legislature is considered full-time,
   40  part-time, or a hybrid thereof; shows the salaries of the
   41  members of each state legislature; and shows the number of days
   42  that each state legislature meets to conduct official business.
   43         (c)An analysis comparing the amount of per diem, travel
   44  expenses, and other allowances or reimbursements members of the
   45  Legislature receive to the amount of per diem, travel expenses,
   46  and other allowances or reimbursements that members of other
   47  state legislatures receive.
   48         (d)An analysis comparing the salaries of the members of
   49  the Legislature; the annual budget of the Legislature, from the
   50  largest budget to the smallest budget; and the number of days
   51  the Legislature meets to conduct official business to:
   52         1.The salaries of the county commissioners in this state,
   53  the annual budget of each county commission, and the number of
   54  days that each county commission meets to conduct official
   55  business.
   56         2.For each of the 25 largest cities in this state, the
   57  salaries of the city commissioners, the annual budget of the
   58  city commission, and the number of days that the city commission
   59  meets to conduct official business.
   60         3.For each district school board in this state, the
   61  salaries of each district school board member, the annual budget
   62  of each district school board, and the number of days that each
   63  district school board meets to conduct official business.
   64         (e)The rationale provided for instituting full-time
   65  legislative bodies and a cap on the amount of outside income
   66  legislators can earn, while the salaries of the legislators
   67  increased, for all of the following states:
   68         1.Alabama.
   69         2.California.
   70         3.Maine.
   71         4.New York.
   72         5.Any other state OPPAGA deems relevant.
   73         (3)The recommendations in the report must, at a minimum,
   74  consider:
   75         (a)The appropriateness of increasing the salaries of the
   76  members of the Legislature. If OPPAGA concludes that the state
   77  Legislature should increase the salaries of its members, OPPAGA
   78  must provide recommendations on when and how the Legislature
   79  should implement such changes.
   80         (b)Whether the Legislature should become a full-time or a
   81  hybrid legislature, or remain a part-time legislature. If OPPAGA
   82  concludes that the Legislature should become a full-time or
   83  hybrid legislature, OPPAGA must provide recommendations on when
   84  and how the Legislature should implement such changes.
   85         Section 2. The Office of Program Policy Analysis and
   86  Government Accountability (OPPAGA) shall conduct research,
   87  analyze data, and prepare and submit to the Governor, the
   88  President of the Senate, and the Speaker of the House of
   89  Representatives by December 1, 2024, a report containing its
   90  findings and recommendations as to whether salary increases for
   91  Cabinet members are appropriate after comparing their salaries
   92  to the salaries of Cabinet members in states with similarly
   93  sized populations.
   94         Section 3. This act shall take effect July 1, 2024.
