    1                        A bill to be entitled                      
    2         An act relating to marine encroachment on military
    3         operations; amending s. 163.3175, F.S.;
    4         requiring local governments to cooperate with certain
    5         major military installations and ranges to encourage
    6         compatible land use in associated areas; making
    7         technical changes; providing an effective date.
    8          
    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Subsection (2) of section 163.3175, Florida
   12  Statutes, is amended to read:
   13         163.3175 Legislative findings on compatibility of
   14  development with military installations; exchange of information
   15  between local governments and military installations and
   16  ranges.—
   17         (2) Certain major military installations and ranges, due to
   18  their mission and activities, have a greater potential for
   19  experiencing compatibility and coordination issues than others.
   20  Consequently, this section and the provisions in s.
   21  163.3177(6)(a), relating to compatibility of land development
   22  with military installations, apply to specific affected local
   23  governments in proximity to and in association with specific
   24  military installations and ranges, as follows:
   25         (a) Avon Park Air Force Range, associated with Highlands,
   26  Okeechobee, Osceola, and Polk Counties and Avon Park, Sebring,
   27  and Frostproof.
   28         (b) Camp Blanding, associated with Clay, Bradford, and
   29  Putnam Counties.
   30         (c) Eglin Air Force Base and Hurlburt Field, associated
   31  with Gulf, Okaloosa, Santa Rosa, and Walton Counties and Cinco
   32  Bayou, Crestview, Destin, DeFuniak Springs, Fort Walton Beach,
   33  Freeport, Laurel Hill, Mary Esther, Niceville, Shalimar, and
   34  Valparaiso.
   35         (d) Homestead Air Reserve Base, associated with Miami-Dade
   36  County and Homestead.
   37         (e) Jacksonville Training Range Complex, associated with
   38  Lake, Marion, Putnam, and Volusia Counties.
   39         (f) MacDill Air Force Base, associated with Tampa.
   40         (g) Naval Air Station Jacksonville, Marine Corps Support
   41  Facility-Blount Island, and outlying landing field Whitehouse,
   42  associated with Jacksonville.
   43         (h) Naval Air Station Key West, including various annexes
   44  across Boca Chica Key and Key West as well as the Fleming
   45  Bay/Patton Water Drop Zone training range used by the Army
   46  Special Forces Underwater Operations School, associated with
   47  Monroe County and Key West.
   48         (i) Naval Support Activity Orlando, including Bugg Spring
   49  and Naval Ordnance Test Unit, associated with Orange County and
   50  Orlando.
   51         (j) Naval Support Activity Panama City, associated with Bay
   52  County, Panama City, and Panama City Beach.
   53         (k) Naval Air Station Pensacola, associated with Escambia
   54  County.
   55         (l) Naval Air Station Whiting Field and its outlying
   56  landing fields, associated with Santa Rosa and Escambia
   57  Counties.
   58         (m) Naval Station Mayport, associated with Atlantic Beach
   59  and Jacksonville.
   60         (n) Patrick Space Force Base and Cape Canaveral Space Force
   61  Station, associated with Brevard County and Satellite Beach.
   62         (o) Tyndall Air Force Base, associated with Bay County and
   63  Mexico Beach and Parker.
   64         (p) United States Southern Command, associated with Miami
   65  Dade County and Doral.
   66         Section 2. This act shall take effect July 1, 2024.
