Universities/Credit & Debit Cards; prohibits certain rules re credit
cards, charge cards, & debit cards; authorizes universities to absorb
certain costs re use of such cards; authorizes universities to accept
payment by such cards at various locations or by electronic means;
authorizes certain contracts re acceptance of such cards. Amends
