of public hearings to consider whether local government will provide
communications service; provides certain restrictions on revenue bonds

governmental entity to establish enterprise fund; limits use of
eminent-domain powers; exempts certain governmental entities from
specified provisions of act, etc. EFFECTIVE DATE: Upon becoming law.
