Quality of assistance.
—Any advice and assistance provided under ss. 589.28 shall be the responsibility of the State Forester and the Division of Forestry and shall be conducted under the supervision of a professional forester in an efficient and competent manner by personnel who have the required education, training and experience to accomplish the objectives of these sections.
