The same plan information is available in 3 formats. To unzip the archives, you need WinZip or similar decompression software.

  • FREDS 2000 Plan Files—the complete set of files required for opening a plan directly in FREDS 2000. Download the archive, unzip the files into your C:\DATA\FREDS 2000 folder (or an alternate destination you choose), launch FREDS 2000, and open the plan using the "Open Plan" dialogue.

  • FREDS 2000 Import File—downloads more quickly but must be imported into FREDS 2000 before it can be opened. Download the archive, unzip the single TXT file into your C:\DATA\FREDS 2000 folder (or an alternate destination you choose), launch FREDS 2000, select "Import" from the "File" menu, and choose the TXT file to open. Importing a plan takes 5 minutes or longer, depending on computer speed.

  • DOJ Assignment File—unzips to a block-level ASCII file in the format prescribed by 28 CFR 51.28. This format can be used to import district assignments into redistricting software other than FREDS 2000.

  • ArcView® Shapefile—Unzips to a shapefule in decimal degrees, NAD 83, including attribute information relating to incumbent and district statistics.
