Senate 1906: Relating to Performance-based Permitting Act

  Performance-based Permitting Act; creates said act; provides compliance
  incentives for certain environmental permitting activities; provides
  requirements & limitations; requires DEP to adopt certain rules;
  provides for consequences for certain noncompliance with certain
  permitting decisions; revises criteria for department permit issuance to
  conform; specifies application of Performance-based Permitting Program,
  etc. Amends FS.  EFFECTIVE DATE: 01/01/2007.
