  Power Plants/Integrated Gasification [RPCC]; revises definitions re
  certain power plants to include integrated gasification combined cycle
  power plants; requires PSC to implement rules re integrated gasification
  combined cycle power plant cost recovery; requires report; provides
  requirements & procedures for determination of need for said plants;
  provides exemption from purchased power supply bid rules under certain
  circumstances. Amends 366.93, 403.519.  EFFECTIVE DATE: Upon becoming
  law.
