  Polk Transit Authority/Polk Co. [EPCC]; provides for creation of Polk
  Transit Authority; provides for charter amendments; provides boundaries;
  provides membership, powers, functions, & duties of board; provides
  exceptions to general law; provides authority to levy ad valorem taxes &
  non-ad valorem assessments; authorizes authority to borrow money;
  provides for use of authority funds; provides for liberal construction;
  provides severability; requires referendum, etc.  EFFECTIVE DATE: Upon
  becoming law except as otherwise provided.
