Stem Cell Research [SPCC]; cites act as "Fla. Hope Offered through

Research & Ethics Advisory Council within DOH; requires Secretary of
Health to make grants-in-aid from Biomedical Research TF for said
research subject to specific appropriation; revises provisions re
