  Secondary Metals Recyclers/Purchase Transaction [EPCC]; (THIS BILL
  COMBINED IN CS/S556 & S748) Requires the FDLE to approve the form for
  purchase transactions. Requires additional seller information to be
  included on the form for each purchase transaction and an image of the
  regulated metals being sold. Revises penalties for violations of
  specified provisions relating to false verification of ownership or
  false or altered identification of a seller of regulated metals, etc.
  EFFECTIVE DATE: 10/01/2008.
