Public Construction Projects [EPSC]; Increases the threshold amounts for
projects required to be competitively awarded. Specifies additional
circumstances under which a contractor may be considered ineligible to
bid. Revises exceptions to the requirement that certain public projects
be competitively awarded. Exempts certain government entities from
certain requirements of state law when performing repairs or maintenance
on certain facilities, etc. EFFECTIVE DATE: 07/01/2009.
