Sen. Jose Javier Rodriguez Files Legislation to Address Flagler St. and SW 1st St. Construction Impacts on Businesses

Miami, FL —

This week, Sen. Jose Javier Rodriguez filed legislation to help businesses impacted by two-year roadway construction projects in Miami. The Florida Department of Transportation projects on 3-mile stretches of both Flagler Street and SW 1st Street, dense corridors with a large number of small businesses, have been the subject of complaints from businesses as a result of construction delays, disruption of vehicular and pedestrian traffic, lack of access to parking and the overall appearance of a commercial corridor that is not open for business.

Sen. Rodriguez said:

“Part of supporting small businesses in Florida is to recognize that state construction projects, while much needed, can cause more disruption than necessary. The Flagler and SW 1st St. projects have had a negative impact on small businesses in Little Havana that don’t have the resources to weather months and months of disruption and reduced access, foot traffic and parking. This legislation, if passed, would in some measure try to compensate small businesses who have laid off staff or even closed and make sure that standards are in place to prevent this from happening in future projects on Calle Ocho or elsewhere.”

SB 182, filed by Sen. Rodriguez, would create a Small Business Roadway Construction Mitigation Grant Program under the Florida Department of Transportation to compensate businesses on a case-by-case basis with significant losses of revenue as a result of FDOT construction projects. The bill would also require FDOT to study and implement best practices to mitigate the impact on businesses of construction projects. FDOT is currently in the planning process for possible construction on SW 8th Street.
