17         Section 2.  For Fiscal Year 1998-1999, up to $10

18  million collected in the Agricultural Emergency Eradication

19  Trust Fund is hereby transferred to the Plant Industry Trust

20  Fund for the purposes of carrying out any existing or future

21  declared agricultural emergencies.
