  1                      A bill to be entitled

  2         An act relating to a special election to be

  3         held on September 1, 1998, pursuant to Section

  4         5 of Article XI of the State Constitution, for

  5         the approval or rejection by the electors of

  6         Florida of a joint resolution amending Section

  7         11 of Article VII of the State Constitution,

  8         which authorizes the issuance of state bonds to

  9         finance or refinance conservation, outdoor

10         recreation, and water resource development

11         projects; providing an effective date.

13  Be It Enacted by the Legislature of the State of Florida:

15         Section 1.  Pursuant to Section 5 of Article XI of the

16  State Constitution, there shall be a special election on

17  September 1, 1998, at which there shall be submitted to the

18  electors of Florida for approval or rejection Senate Joint

19  Resolution No. 528 proposing an amendment to Section 11 of

20  Article VII of the State Constitution, to authorize the

21  issuance of state bonds to finance or refinance the

22  acquisition of lands and improvements for conservation,

23  outdoor recreation, and water resource development projects.

24         Section 2.  Publication of notice shall be in

25  accordance with Section 5 of Article XI of the State

26  Constitution. The special election shall be held as other

27  special elections are held.

28         Section 3.  This act shall take effect upon becoming a

29  law, if passed by a vote of at least three-fourths of the

30  membership of each house of the Legislature.

                       COMMITTEE SUBSTITUTE FOR
  2                             SB 1338

  4  The committee substitute provides that Senate Joint Resolution
    No. 528, proposing an amendment to s. 11, Art. VII of the
  5  State Constitution to authorize the issuance of state bonds to
    finance or refinance the acquisition of lands and improvements
  6  for conservation, outdoor recreation, and water resource
    development projects, shall be submitted to the electors of
  7  Florida at a special election to be held on September 1, 1998.

  8  This act shall take effect upon becoming a law, if passed by a
    vote of three-fourths of the membership of each house of the
  9  Legislature.
