13         Senate Amendment (with title amendment) 

14         On page 23, between lines 3 and 4,

16  and insert:

17         Section 19.  Employees of an Off Street Parking

18  Authority of a city of 2,000,000 or more residents are

19  prohibited from ordering the towing of any vehicle but may

20  request the assistance of a law enforcement officer where an

21  authority employee determines that a vehicle is illegally

22  parked and should be removed.
