Watts Building"; designating a 7 specified bridge in Pasco County as the "Father 8 Felix Ullrich Bridge"; providing for the 9 erection of markers; providing an effective 10 date. 11 12 WHEREAS, Ben G. Watts dedicated 23 years of his life to 13 public service with the Department of Transportation, and 14 WHEREAS, Ben G. Watts served a vital role in developing 15 Central Florida's transportation planning and funding from 16 1984 to 1989 as Director of Production and then as District 17 Secretary of the Department of Transportation's District Five, 18 and 19 WHEREAS, Ben G. Watts served from 1989 to 1997 as 20 Secretary of Transportation, and 21 WHEREAS, Ben G. Watts has been a leader in efforts to 22 address this state's transportation needs, and 23 WHEREAS, under the leadership of Ben G. Watts, this 24 state doubled its annual expenditures on road and bridge 25 improvements, while maintaining low administrative costs and 26 high efficiency in the Department of Transportation, and 27 WHEREAS, Ben G. Watts has been a visionary in 2 supporting alternative forms of transportation, while 3 preserving and expanding our road and bridge infrastructure, 4 and 5 WHEREAS, Ben G. Watts has demonstrated a standard of 6 integrity toward which all public servants should strive, and 7 WHEREAS, Ben G. Watts is among this state's most 8 respected leaders in the transportation field, and 9 WHEREAS, Father Felix Ullrich was an early pioneer of 10 Christian activity in Pasco County, and 11 WHEREAS, Father Felix Ullrich said his first Mass in 12 Pasco County in 1913, and 13 WHEREAS, Father Felix Ullrich founded Queen of Peace 14 Catholic Church of Pasco County in 1919 and became its first 15 resident priest in 1922, and 16 WHEREAS, Father Felix Ullrich has had a positive 17 influence on Pasco County through his economic and social 18 activities, and 19 WHEREAS, honoring Father Felix Ullrich would be a means 20 of recognizing the pioneering spirit of all who came before 21 us, while recognizing the contributions made by this humble 22 man for his tireless labor for the community, NOW, THEREFORE, 23 24 Be It Enacted by the Legislature of the State of Florida: 25 26 Section 1. (1) That portion of the Department of 27 Transportation District Five Headquarters Building completed 28 March 26, 1993, which is located at 719 South Woodland 29 Boulevard in DeLand, is designated as the "Ben G. (1) State bridge 140067, located on State 5 Road 54 in Pasco County, is designated the "Father Felix 6 Ullrich Bridge." 7 (2) The Department of Transportation is directed to 8 erect suitable markers designating the "Father Felix Ullrich 9 Bridge" as described in subsection (1). 10 Section 3. This act shall take effect upon becoming a 11 law. 12 13 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN COMMITTEE SUBSTITUTE FOR 14 Senate Bill 178 15 16 The Committee Substitute distinguishes the portion of the Department of Transportation's District 5 Headquarters in 17 Deland that was completed on March 26, 1993, as the portion to be named for former department secretary, Ben. G.
