14         On page 5, line 19, before the word "Where"

16  insert:  When evaluating applications to renew permits for the

17  transport and use of ground water or surface water across

18  county boundaries, the governing board or the department is

19  directed to give significant weight to the value of the

20  existing capital investment in water-related infrastructure

21  made by the applicant.
