Florida House of Representatives - 1998 HB 3157 By Representative Murman 1 A bill to be entitled 2 An act relating to electrical power plants; 3 prohibiting the use of Orimulsion as a fuel to 4 generate electricity; providing for an 5 independent environmental impact study and 6 report to the Legislature; providing an 7 effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. An electrical power plant may not use any 12 fossil fuel known as Orimulsion, or any combination of water 13 and a heavy hydrocarbon known as bitumen found in or in the 14 vicinity of the Orinoco River Basin in Venezuela, to generate 15 electricity in this state. An independent environmental impact 16 study shall be undertaken and a report with recommendations 17 shall be submitted to the President of the Senate and the 18 Speaker of the House of Representatives by January 1, 1999. 19 When the report is submitted to the Legislature, the ban may 20 be removed if appropriate. 21 Section 2.
