  1                      A bill to be entitled

  2         An act relating to tax on sales, use, and other

  3         transactions; providing that the tax on the

  4         sale of an automobile or truck for personal use

  5         shall be reduced for a 3-year period; providing

  6         for review; providing an effective date.

  8         WHEREAS, Florida's families are in need of tax relief,

  9  and

10         WHEREAS, the state's revenue outlook for the

11  foreseeable future is bountiful, and

12         WHEREAS, one of the single greatest taxing events for

13  Florida families occurs at the purchase of an automobile, and

14         WHEREAS, the Florida Legislature recognizes the

15  economic value of giving Florida families the opportunity of

16  making further buying decisions to stimulate commerce, trade,

17  and job creation, and

18         WHEREAS, the Florida Legislature understands that the

19  people's money should stay in the hands that toil for its

20  accumulation wherever possible when the just ends of

21  government are substantially financed, NOW, THEREFORE,

22

23  Be It Enacted by the Legislature of the State of Florida:

25         Section 1.  Beginning July 1, 1998, through June 30,

26  2001, the state tax on sales, use, and other transactions

27  imposed by chapter 212, Florida Statutes, on the sale of an

28  automobile or truck for personal use at the rate of 6 percent

29  shall be reduced to a rate of 4 percent. This section does not

30  apply to the purchase of an automobile or truck for commercial

31  use in a business or trade. This section does not affect the

  1  rate of any discretionary sales surtax levied under the

  2  authority of chapter 212, Florida Statutes. Prior to July 1,

  3  2001, the Legislature shall review this rate reduction,

  4  considering the economic outlook for the state, and determine

  5  whether this rate reduction should be extended.

  6         Section 2.  This act shall take effect upon becoming a

  7  law.

10                          HOUSE SUMMARY

      Provides that the state sales tax on the sale of an
12    automobile or truck for personal use shall be reduced
      from 6 percent to 4 percent for 3 years, beginning July
13    1, 1998. Provides for review of this reduction by the
      Legislature before it expires.
