  1                      A bill to be entitled

  2         An act relating to athlete agents; creating the

  3         "Michael Lambert Ferguson Act"; amending s.

  4         468.453, F.S.; requiring each applicant for

  5         licensure as an athlete agent to submit a full

  6         set of fingerprints for purposes of the

  7         required criminal records check; exempting

  8         members of The Florida Bar from regulations

  9         imposed on athlete agents; providing an

10         effective date.

12         WHEREAS, retired Brigadier General Michael Lambert

13  Ferguson has received more than 30 awards and decorations,

14  including the Purple Heart and the Distinguished Service

15  Medal, and

16         WHEREAS, Michael Lambert Ferguson, as a partner in the

17  law firm of McDonald, Fleming, Moorhead, and Ferguson, is a

18  certified NFL Player Agent, licensed in Florida and Louisiana,

19  and represents some of this state's most famous athletes, and

20         WHEREAS, General Ferguson has had a long and

21  illustrious career as a soldier serving his country, as a

22  civic leader, and as an attorney representing some of

23  Florida's famous athletes, NOW, THEREFORE,

25  Be It Enacted by the Legislature of the State of Florida:

26

27         Section 1.  This act may be cited as the Michael

28  Lambert Ferguson Act.

29         Section 2.  Paragraph (e) of subsection (2) and

30  subsection (3) of section 468.453, Florida Statutes, are

31  amended to read:

  1         468.453  Licensure required; qualifications;

  2  examination; bond.--

  3         (2)  A person shall be licensed as an athlete agent if

  4  the applicant:

  5         (e)  Has provided sufficient information, and a full

  6  set of the applicant's fingerprints, taken by an authorized

  7  law enforcement officer, which must be submitted by the

  8  department for a criminal records check through the Federal

  9  Bureau of Investigation.

10         (3)  Members of The Florida Bar are exempt from the

11  requirements of this part state laws and rules component, and

12  the fee for such, of the examination required by this section.

13         Section 3.  This act shall take effect upon becoming a

14  law.
