2 A resolution supporting enactment of
3 legislation to facilitate the rapid approval of
4 new drugs, biological products, and medical
5 devices.

7 WHEREAS, improving patient access to quality health
8 care is a paramount national goal, and
9 WHEREAS, the key to improved health care, especially
10 for persons with serious unmet medical needs, is the rapid
11 approval of safe and effective new drugs, biological products,
12 and medical devices, and
13 WHEREAS, minimizing the delay between discovery and
14 eventual approval of a new drug, biological product, or
15 medical device derived from research conducted by innovative
16 pharmaceutical and biotechnology companies could improve the
17 lives of millions of Americans, and
18 WHEREAS, current limitations on the dissemination of
19 information about pharmaceutical products reduce the
20 availability of information to physicians, other health care
21 professionals, and patients, and unfairly limit the right of
22 free speech guaranteed by the First Amendment to the United
23 States Constitution, and
24 WHEREAS, the current rules and practices governing the
25 review of new drugs, biological products, and medical devices
26 by the United States Food and Drug Administration can delay
27 approvals and are unnecessarily expensive, NOW, THEREFORE,

29 Be It Resolved by the House of Representatives of the State of
30 Florida:

1 That the Florida House of Representatives supports the
2 enactment of comprehensive federal legislation to facilitate
3 the rapid review and approval of innovative new drugs,
4 biological products, and medical devices, without compromising
5 patient safety or product effectiveness.
