Florida Senate - 1998 SB 94 By Senator Grant 13-60-98 1 A bill to be entitled 2 An act relating to health care; amending s. 3 240.5121, F.S.; allowing the Florida Cancer 4 Control and Research Advisory Council either to 5 purchase or to develop a written summary of 6 cancer treatment alternatives for prostate 7 cancer; providing an appropriation to the 8 council for developing or purchasing and for 9 distributing a pamphlet and for developing and 10 implementing an education program on prostate 11 cancer; providing an effective date. 12 13 Be It Enacted by the Legislature of the State of Florida: 14 15 Section 1. Paragraph (m) of subsection (4) of section 16 240.5121, Florida Statutes, is amended to read: 17 240.5121 Cancer control and research.-- 18 (4) FLORIDA CANCER CONTROL AND RESEARCH ADVISORY 19 COUNCIL; CREATION; COMPOSITION.-- 20 (m) If funds are specifically appropriated by the 21 Legislature, the council shall develop or purchase a 22 standardized written summary, written in layperson's terms and 23 in language easily understood by the average adult patient, 24 informing actual and high-risk breast cancer patients and 25 prostate cancer patients of the medically viable treatment 26 alternatives available to them in the effective management of 27 breast cancer and prostate cancer; describing such treatment 28 alternatives; and explaining the relative advantages, 29 disadvantages, and risks associated therewith. Such summary, 30 upon its completion, shall be printed in the form of a 31 pamphlet or booklet and made continuously available to 1 CODING: Words stricken are deletions; words underlined are additions. Florida Senate - 1998 SB 94 13-60-98 1 physicians and surgeons in this state for their use in 2 accordance with s. 458.324 and to osteopathic physicians in 3 this state for their use in accordance with s. 459.0125. The 4 council shall periodically update the pamphlet to reflect 5 current standards of medical practice in the treatment of 6 breast cancer and prostate cancer. The council shall develop 7 and implement an educational program, including distribution 8 of the pamphlet or booklet developed or purchased under this 9 paragraph, to inform citizen groups, associations, and 10 voluntary organizations about early detection and treatment of 11 breast cancer and prostate cancer. 12 Section 2. The sum of $50,000 is appropriated for 13 fiscal year 1998-1999 from the General Revenue Fund to the H. 14 Lee Moffitt Cancer Center and Research Institute at the 15 University of South Florida to be used by the Cancer Control 16 and Research Advisory Council to produce or purchase and to 17 distribute a pamphlet that informs patients about treatment 18 alternatives for prostate cancer and to develop and implement 19 an educational program that includes the distribution of the 20 pamphlet, as required by section 250.5121, Florida Statutes. 21 Section 3. This act shall take effect July 1, 1998. 22 23 ***************************************** 24 SENATE SUMMARY 25 Allows the Florida Cancer Control and Research Advisory Council either to purchase or to develop a written 26 summary of prostate-cancer treatment alternatives. Provides an appropriation to the council for developing 27 or purchasing and for distributing the prostate-cancer-treatment pamphlet and for developing and 28 implementing an education program concerning prostate cancer. 29 30 31 2
