  1                      A bill to be entitled

  2         An act relating to community colleges; amending

  3         s. 240.353, F.S.; revising standards for

  4         calculating instruction units in community

  5         colleges; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Subsection (1) of section 240.353, Florida

10  Statutes, is amended to read:

11         240.353  Procedure for determining number of

12  instruction units for community colleges.--The number of

13  instruction units for community colleges in districts which

14  meet the requirements of law for operating a community college

15  shall be determined from the full-time equivalent students in

16  the community college, provided that full-time equivalent

17  students may not be counted more than once in determining

18  instruction units. Instruction units for community colleges

19  shall be computed as follows:

20         (1)  One unit for each 6 12 full-time equivalent

21  students at a community college for the first 420 students and

22  one unit for each 7.5 15 full-time equivalent students for all

23  over 420 students, in advanced and professional other than

24  vocational programs as defined by rules of the State Board of

25  Education, and one unit for each 5 10 full-time equivalent

26  students in vocational programs and preparatory and adult

27  compensatory education programs as defined by rules of the

28  State Board of Education.  Full-time equivalent students

29  enrolled in a community college shall be defined by rules of

30  the State Board of Education.

31         Section 2.  This act shall take effect July 1, 1999.

  2                          SENATE SUMMARY

  3    Halves the number of students required to determine an
      instruction unit, other than one for administrative,
  4    special instructional, or student personnel services, in
      community colleges.  Changes the terminology used in the
  5    determination from "other than vocational programs" to
      "advanced and professional programs" and from
  6    "compensatory education programs" to "preparatory and
      adult education programs."
