  1                      A bill to be entitled

  2         An act relating to taxation; amending s.

  3         218.503, F.S.; authorizing certain

  4         municipalities to impose a discretionary

  5         per-vehicle surcharge on the gross revenues of

  6         the sale, lease, or rental of space at parking

  7         facilities within the municipality that are

  8         open for use to the public; providing an

  9         effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  Subsection (5) is added to section 218.503,

14  Florida Statutes, to read:

15         218.503  Determination of financial emergency.--

16         (5)  The governing authority of any municipality with a

17  resident population of 300,000 or more on April 1, 1999, and

18  which has been declared in a state of financial emergency

19  pursuant to this section within the previous 2 fiscal years

20  may impose a discretionary per-vehicle surcharge of up to 20

21  percent on the gross revenues of the sale, lease, or rental of

22  space at parking facilities within the municipality that are

23  open for use to the general public.

24         Section 2.  This act shall take effect July 1, 1999.

      Provides that the governing authority of any municipality
  4    with a resident population of 300,000 or more on April 1,
      1999, and which has been declared in a state of financial
  5    emergency pursuant to s. 218.503, F.S., within the
      previous 2 fiscal years may impose a discretionary
  6    per-vehicle surcharge of up to 20 percent on the gross
      revenues of the sale, lease, or rental of space at
  7    parking facilities within the municipality open for use
      to the general public.
