15         On page 3, lines 25-30, delete those lines

17  and insert:

18         (b)  Funds available from the endowment for

19  distribution by the board shall only be 95 percent of the

20  annual earnings received on the endowment. Neither the

21  original principal, the annual earning reserve of 5 percent,

22  nor the deposits from the tobacco settlement for fiscal years

23  1999-2000 through 2002-2003 shall be available for

24  appropriation or distribution.
