13         Senate Amendment (with title amendment) 

14         On page 101, between lines 3 and 4, delete

16  insert:

17         Section 39.  If any provision of this act or the

18  application thereof to any person or circumstance is held

19  invalid, the invalidity does not affect other provisions or

20  applications of the act which can be given effect without the

21  invalid provision or application, and to this end the

22  provisions of this act are declared severable.
