18  and insert in lieu thereof:

19         Section 3.  Notwithstanding the provisions of section

20  376.11, F.S., there is hereby appropriated from the Coastal

21  Protection Trust Fund to the Florida Marine Research Institute

22  for fiscal year 1999-2000 an additional sum of $3 million to

23  carry out the purposes of this act.
