  1                    Senate Resolution No.     
  2         A resolution recognizing the week of March
  3         14-20, 1999, as Juvenile Justice Week.

  5         WHEREAS, the Legislature and the Department of Juvenile
  6  Justice envision a safer Florida where people experience the
  7  benefits of life resulting from a reduced risk of harm caused
  8  by juvenile delinquency, and
  9         WHEREAS, the Legislature and the Department of Juvenile
10  Justice are committed to a balanced approach to addressing
11  juvenile crime, and
12         WHEREAS, preventing younger juveniles from entering
13  into or progressing further into the juvenile justice system
14  requires that special effort be directed towards prevention
15  and intervention programs and also requires the support of the
16  Legislature, law enforcement agencies, other state agencies,
17  businesses, and local communities and organizations, and
18         WHEREAS, within the 10-year period between 1988 and
19  1998, the state's 10-year-old to 17-year-old population
20  increased by 21 percent while the volume of children entering
21  the juvenile justice system increased by 52 percent, and
22         WHEREAS, the population growth for the 10-year-old to
23  17-year-old age group is projected to be 13 percent over the
24  next 10 years, and
25         WHEREAS, the Legislature and the Department of Juvenile
26  Justice are committed to reducing the juvenile crime rate,
27  NOW, THEREFORE,

29  Be It Resolved by the Senate of the State of Florida:

  1         That the Florida Senate recognizes the week of March
  2  14-20, 1999, as Juvenile Justice Week and urges the support
  3  and participation of all citizens in making a conscious effort
  4  to prevent juvenile crime.
