11  Senator Sebesta moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 11, between lines 2 and 3,
15
16  insert:
17         Section 10.  In order to implement Specific
18  Appropriation 372 of the 1999-2000 General Appropriations Act,
19  subsection (1) of section 402.3015, Florida Statutes, is
20  amended to read:
21         402.3015  Subsidized child care program; purpose; fees;
22  contracts.--
23         (1)  The purpose of the subsidized child care program
24  is to provide quality child care to enhance the development,
25  including language, cognitive, motor, social, and self-help
26  skills of children who are at risk of abuse or neglect and
27  children of low-income families, and to promote financial
28  self-sufficiency and life skills for the families of these
29  children, unless prohibited by federal law. Priority for
30  participation in the subsidized child care program shall be
31  accorded to children under 13 years of age who are:

 1         (a)  Determined to be at risk of abuse, neglect, or
 2  exploitation and who are currently clients of the department's
 3  Children and Families Services Program Office;
 4         (b)  Children at risk of welfare dependency, including
 5  children of participants in the WAGES Program, children of
 6  migrant farmworkers, children of teen parents, and children
 7  from other families at risk of welfare dependency due to a
 8  family income of less than 100 percent of the federal poverty
 9  level; and
10         (c)1.  Children of working families whose family income
11  is equal to or greater than 100 percent, but does not exceed
12  150 percent, of the federal poverty level.
13         2.  For the 1999-2000 fiscal year only, eligibility
14  under this paragraph may be expanded to children of working
15  families whose family income does not exceed 200 percent of
16  the federal poverty level and who are enrolled in the Child
17  Care Executive Partnership Program established in s. 409.178.
18  This subparagraph expires July 1, 2000.
