11  Senator Bronson moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 2, between lines 15 and 16,
15
16  insert:
17         Section 3.  Subsection (2) of section 125.61, Florida
18  Statutes, is amended to read:
19         125.61  Charter commission.--
20         (2)  The charter commission or appointed charter review
21  commission shall be composed of 15 members, except in a county
22  with a population in excess of 800,000, where it shall have 20
23  members. Unless the review commission is elected pursuant to
24  the local charter, the charter commission members or review
25  commission members shall be appointed as follows:
26         (a)  If elected, the clerk of the circuit court, tax
27  collector, property appraiser, supervisor of elections, and
28  sheriff shall each appoint one member and the board of county
29  commissioners shall appoint the remaining members. If any of
30  the foregoing officers is appointed, the board of county
31  commissioners shall make the appointment for that officer.

 1         (b)  Notwithstanding paragraph (a), in counties whose
 2  charter was created by special act pursuant to the 1968 State
 3  Constitution, the county council shall appoint all members.
 4         (c)  Notwithstanding paragraphs (a) and (b), if
 5  directed in the initiative petition, the legislative
 6  delegation shall appoint all members.
 7         (d)  Vacancies shall be filed within 30 days in the
 8  same manner as the original appointments.
 9         (3)  A member of the Legislature or employee of the
10  Legislature, a member of the board of county commissioners or
11  employee of the board, and an elected county constitutional
12  officer or employee of such officer may not be a member of the
13  charter commission. The charter commission shall be composed
14  of an odd number of not less than 11 or more than 15 members.
15  The members of the commission shall be appointed by the board
16  of county commissioners of said county or, if so directed in
17  the initiative petition, by the legislative delegation.  No
18  member of the Legislature or board of county commissioners
19  shall be a member of the charter commission.  Vacancies shall
20  be filled within 30 days in the same manner as the original
21  appointments.
