1 Senate Resolution No.
2 A resolution recognizing April 1999 as Child
3 Abuse and Neglect Prevention Month.

5 WHEREAS, 79,641 children in this state were identified
6 as having been abused or neglected during Fiscal Year
7 1997-1998, and
8 WHEREAS, child abuse and neglect causes significant
9 trauma to the abused child and society, inflicting upon
10 children serious illness and injury resulting in physical,
11 intellectual, and emotional impairment or death, and
12 WHEREAS, abused or neglected children are at much
13 greater risk of becoming abusive or neglectful parents, and
14 WHEREAS, prevention services can reduce the costs
15 society must bear in dealing with the results of child abuse
16 and neglect and can help children and families avoid the
17 overburdened and expensive social welfare and criminal justice
18 systems, and
19 WHEREAS, 1999 marks the 16th anniversary of child abuse
20 and neglect prevention services in this state, and
21 WHEREAS, children deserve the opportunity to grow and
22 thrive in healthful environments, free from threats of
23 violence and harm, and
24 WHEREAS, during the month of April, public and
25 private-sector agencies, child-care professionals, child
26 advocates, and residents will be increasing the public's
27 awareness of child abuse and neglect prevention, NOW,
28 THEREFORE,
