16  and insert:

17         Section 1.  This act may be cited as the "Bill Williams

18  Residential Safety and Preparedness Act."

19         Section 2.  Section 215.559, Florida Statutes, is

20  created to read:

21         215.559  Hurricane Loss Mitigation Program.--

22         (1)  There is created a Hurricane Loss Mitigation

23  Program. The Legislature shall annually appropriate $7 million

24  of the moneys authorized for appropriation under section

25  215.555(7)(c), Florida Statutes, from the Florida Hurricane

26  Catastrophe Fund to the Department of Community Affairs for

27  the purposes set forth in this section.

28         (2)  The funds provided in subsection (1) shall be used

29  for programs to improve the wind resistance of residences and

30  mobile homes, including loans, subsidies, grants,

31  demonstration projects, and direct assistance; cooperative

 1  programs with local governments and the Federal Government;

 2  and other efforts to prevent or reduce losses or reduce the

 3  cost of rebuilding after a disaster.

 4         (3)  At least 40 percent of the total appropriation for

 5  loans, subsidies, grants, demonstration projects, and direct

 6  assistance for the first year of the programs shall be used

 7  for mobile homes, including programs to inspect and improve

 8  tie-downs, construct and provide safety structures, and

 9  provide other means to reduce losses. In the second year of

10  the programs, at least 30 percent of the total appropriation

11  shall be used for mobile homes, and thereafter at least 20

12  percent shall be used for such purposes.

13         (4)  The Department of Community Affairs shall develop

14  the programs in consultation with an advisory council

15  appointed by the secretary consisting of a representative of

16  the Department of Insurance, a representative of home

17  builders, a representative of insurance companies, a

18  representative of the Federation of Mobile Home Owners, a

19  representative of the Florida Association of Counties, and a

20  representative of the Florida Manufactured Housing Association

21  who is a mobile home manufacturer or supplier.

22         (5)  Moneys provided to the Department of Community

23  Affairs under this section are intended to supplement other

24  funding sources of the Department of Community Affairs and may

25  not supplant other funding sources of the Department of

26  Community Affairs.

27         (6)  On January 1st of 2001 and 2002, the Department of

28  Community Affairs shall provide a full report and accounting

29  of activities under this section and an evaluation of such

30  activities to the Speaker of the House of Representatives, the

31  President of the Senate, and the Majority and Minority Leaders

 2         (7)  This section is repealed June 30, 2002.

 3         Section 3.  This act shall take effect July 1, 2000.

18         Affairs for certain purposes; specifying

19         purposes and allocations; requiring the

20         department to develop certain programs in

21         consultation with an advisory council;

22         specifying council membership; providing

23         construction; requiring the department to

24         annually provide reports and accounting of

25         certain activities; providing for future

26         repeal; providing an effective date.
